In the water sector, the EUseeks to enhance the delivery of drinking water to fulfil needs of Hargeisa Town. It has developed a commercially oriented strategy for the management and expansion of Hargeisa water supply system, including the development of a computerised billing system and an 8-year industrial development plan.The EC has been instrumental in promoting access to safe water drinking water and improved hygiene and sanitation in Somalia. Between 1995 and 2010 the EC has invested more than € 20 million benefiting more than 1,000,000 people (12% of the 2009 Somali population of about 8.5 million) out of which about 25% in urban areas. It should be noted that the Somalia population in the same period has increased of about 2 million. As a consequence access to safe water from 1995 to 2006 has passed from 21% to 30% (UNICEF-MICS 2006). Of particular importance has been the assistance to the Hargheisa Water System which has ensured the continuous supply of water to the town whose population has increased from around 200,000 to 800-900,000. It has also developed a commercially oriented strategy for the management and expansion of Hargeisa water supply system, including the development of a computerised billing system and an 8-year industrial development plan.
In order to ensure the sustainability, proper management and improved service, the EC, mainly in collaboration with UNICEF, has also pioneered the adoption of PPP utilities in selected urban centres and rural areas. Finally it should also be emphasized that rural water interventions have also contributed to improved and predictable water access to livestock, which is the main livelihood of the largest part of rural population thus indirectly supporting food security.
